Fedora has become a bit weird.  Topic is solved

For one, grub is installed, yet my computer just boots straight to login. I want the choice on grub to choose which way I want to login. What sort of troubleshooting do I need to post here for you to see what's going on?

Keep in mind, I am not good with this stuff. I'm not sure if I have a BIOS system, although I have run a couple of the commands listed on this page.

The computer is my now-older Lenovo laptop.

4 GBs RAM, fully updated Fedora 38. I installed it with UEFI enabled.

Never mind. It is precisely because I installed Fedora with UEFI on.
So, I ran:

grub2-mkconfig -o /boot/grub2/grub.cfg


And now I have grub on boot. All's well that ends well.

It does beg the question though, why it didn't set up on Fedora installation.

hmm.. is there not a possibility in Bios of the Computer to set up a UEFI+Lagency or Lagency only,
because no normally Human need really UEFI at home..
