When Apple releases a new phone and a new OS they also reduce the capacity of the old existing phones.
Apple does confirm this and claims that old batteries might not provide enough power so they reduce the speed to ensure stability on older phones.
A new battery should correct it.
Probably annoying if you spend nights in front of an Apple store some years ago....
If you want speed it does not seem to be a good idea to upgrade the iOS.
