It's a tradition. If you mention it; they will start whining about capacity and that you should contribute if you want it faster.

And if you do that you will have to join a group and have no clue what you are supposed to do - and it will not get out any faster.
Personally I like the Debian style better. When you ask them when Debian will be out they always have one answer:

When it is good and ready!

Mageia has this lack of flexibility in their joining campaigns which always requires you to join some mailing list. If you don't want that then you are not considered as a contributor.

The contribution talk is often used mainly as a shut up technique -"get spammed or shut up".

Must be that French love for bureaucracy

As long as it works it is good I guess. I cannot remember that Mageia has ever been out on one expected date - I am not sure if that ever has happened.
