Seems to be something different.
In the bug report there is this theory about online and active status

shows active in my case the gurus at Mageia say that the problem occurs when it shows online instead of active - not the case here.

This incident has been reported.
Others have this problem and this message but it seems to be linked to that online status thing - which does not apply in my case.
It is clearly a polkit thing though.....
So I decided to go about it Berserk style
This wants to remove some 400 files including xfce4 - but I don't care
Then I logged out and back in to a very basic X environment with two white terminals.
I re-installed polkit
Then I installed xfce4 again:
Then I started it in the terminal:
And the Mageia startup thing appeared and here I could also pick "Install and remove software".
I was nicely prompted for the password and...
The MCC was there
From there I installed lxdm with the Mageia theme for good measure. After a reboot it all works - Mageia is slower than a turtle on pot though - as in takes ages to start

I just remembered that I did not use xfce4 ion this Mageia install - only Openbox but it does not matter Drakconf works just fine in Openbox too.
( installed gksu-polkit to make autostarters for Drakconf)
