Global surveillance - "The Eyes"

We have all heard about the Five Eyes. It is the upper class of espionage and they work closely together and have promised to not spy on each other.

The Five Eyes:

1. Australia
2. Canada
3. New Zealand
4. United Kingdom
5. United States of America

But there are more "eyes"
If the above elite is Hells Angels - then these are the "hang arounds":

The Nine eyes: 6. Denmark 7. France 8. Netherlands 9. Norway

The 14 Eyes: 10. Belgium 11. Germany 12. Italy 13. Spain 14. Sweden

It is clear that the members of the 14 Eyes may be spied upon by the elite; since the German Chancellor was spied upon by the US.

It is not clear if it is possible to advance on this ladder but the Norwegian PST has demanded keyloggers so an exchange of relevant technology seems to be likely in the Nine eyes.
